BEST COUNTRIES TO STUDY ABROAD FOR INDIAN STUDENTS IN 2027

Mr. Parthesh Thakkar

USA vs Canada vs UK vs Australia vs Germany With the Latest Policy Updates

A practical guide for students and parents planning international education in 2027.

Choosing a country to study abroad is about much more than receiving an offer letter. It is about investing your family’s savings, selecting the right qualification, building a career and deciding what you may want life to look like after graduation.

Students often focus on university rankings, while parents quite reasonably ask different questions: Can we afford the full course? Can a spouse or child accompany the student? Will the qualification lead to useful work experience? What if immigration rules change before graduation?

These questions matter more in 2027, when several popular destinations are adjusting student, work and immigration policies. This guide compares leading destinations, explains important changes in plain language and separates confirmed rules from proposals and reported enforcement actions.

The aim is not to declare one country the winner. It is to help you build a shortlist that matches your course, academic profile, budget, family circumstances and realistic career goals.

Which Countries Are Most Popular Among Indian Students?

Source: NITI Aayog, drawing on Ministry of External Affairs and data.gov.in figures. These are stock figures for 2024 not the number of students newly arriving during 2024, and not a forecast for 2027. This is the latest consolidated country-wise comparison used here; it should not be labelled a 2027 ranking.

The figures show established Indian student communities in these destinations. They do not prove that a country is right for every applicant. Popularity should be a starting point, not the final decision criterion.

United States: Research, Specialised Programmes and a Changing Work Policy Landscape

The United States remains a major destination for students seeking specialised degrees, research opportunities and access to a large professional market. The Institute of International Education’s Open Doors 2025 report recorded 363,019 Indian students in the US during the 2024–25 academic year, making India the largest source country in that reporting period. Explore our guide to studying in the USA for Indian students for further information about the destination and study options.

Students commonly explore computer science, data science, AI, engineering, business analytics, finance, public health and research-oriented disciplines. The value of a US degree depends on the specific programme, its costs, curriculum, industry links and the student’s career plan not just the university’s name.

Why consider the USA?

A wide range of specialist and interdisciplinary programmes.

Research facilities, laboratories and opportunities to work on advanced projects.

Established sectors in technology, finance, healthcare, consulting and research.

Options to build practical skills through internships or authorised training, where eligible.

OPT and STEM OPT: Understand the established framework

Eligible F1 students may qualify for Optional Practical Training (OPT), temporary practical training related to their field of study. Standard postcompletion OPT is generally available for up to 12 months. Eligible graduates of qualifying STEM programmes may be able to apply for a further 24month STEM OPT extension, subject to the applicable requirements.

OPT is not a job guarantee, a permanentresidence pathway in itself or a promise of an H1B visa. Students should assess the course and total cost on their academic and career merits rather than assuming that a particular poststudy work arrangement will remain unchanged.

Important US OPT update: proposed fees, not an implemented fee schedule

In October 2026, the US Department of Homeland Security proposed a rule involving a US$70,000 fee for initial OPT participation and a US$30,000 fee for subsequent participation or extension. Reporting described the proposed fees as being payable by educational institutions in connection with their recommendations, rather than as a simple fee that every student is already required to pay.

CRITICAL STATUS NOTE: These amounts must be described as proposed, not as fees currently in force. The proposal may be revised, withdrawn, challenged or implemented differently after the regulatory process. Before publication and before a student makes a decision based on it, check the latest Department of Homeland Security and Federal Register position.

If a measure of this scale were finalised, it could affect institutional willingness to recommend OPT, programme economics and the choices available to international graduates. Its actual impact depends on the final rule and how institutions respond. Do not write that OPT “will cost $70,000” unless an effective final rule supports that statement.

Important US immigration news: reported PERM suspension involving major technology companies

News reports dated 8–9 October 2026 say the US Department of Labor suspended eight major technology companies from participating in the Permanent Labor Certification (PERM) programme: TCS, Infosys, Wipro, HCLTech, Cognizant, Capgemini, Microsoft and Adobe. Reports say the action prevents new PERM applications from being accepted and pending applications from being processed for the affected companies. The action has been reported as connected to government concerns about alleged misuse of foreign worker programmes and displacement of US workers; these are allegations and government positions, not a finding that every employee or case was improper.

PERM is a labour certification process used in many employer-sponsored employment-based green card cases. In general, an employer must follow the required recruitment and certification process. PERM is normally one step in a longer permanent residence process; it is not itself a green card, student visa or H1B visa.

What students should understand?

The reported action is not a ban on Indian students studying in the USA.

PERM is distinct from the H1B temporary work visa. The report should not be simplified into “all H1B visas are cancelled”.

The action concerns the named companies and the PERM process as reported; it should not be presented as the abolition of every employment-based green card route.

The implications for an employee can depend on their current status, employer, case stage and any other available lawful route.

Students hoping to build a long-term U.S. career should understand that a degree, a job, OPT, H1B status and permanent residence are separate stages, none of which is guaranteed.

Because this is a fast-moving enforcement development, verify the latest official Department of Labor notice, the scope and duration of the action, and the treatment of pending applications before publication. Anyone whose case is affected should obtain individual advice from a qualified US immigration attorney.

Other US considerations

Admission to a university does not guarantee visa approval.

Students should budget for tuition, living costs, insurance, travel and a contingency fund.

A degree does not guarantee an internship, job offer, H1B visa or permanent residence.

Check current visa interview guidance from the US Department of State; procedures and appointment arrangements can change.

Who should investigate the USA? Students seeking specialised study, research exposure and professional opportunities may find the US attractive when the programme’s value justifies the investment and they are comfortable with uncertainty around future work and immigration policy.

Canada: A Popular Destination With Tighter Student Intake Planning

Canada has attracted Indian students through its universities, colleges, postgraduate programmes and multicultural communities. But students should no longer rely on old advice suggesting that admission automatically creates an easy path to a work permit or permanent residence. Read our guide to studying in Canada for Indian students to explore study options and destination-specific considerations.

Canada’s 2027 planning target:

Canada’s 2026–2028 Immigration Levels Plan set the planned number of new international student arrivals at 150,000 for 2027. This is a national planning target not an individual student quota and not a guarantee that a particular applicant will receive a study permit.

The direction is toward more managed international student numbers. That makes institutional eligibility, course selection, documentation and financial planning especially important.

PGWP rules: check the exact programme

A PostGraduation Work Permit (PGWP) is not automatic for every course, institution or graduate. Current rules distinguish between types of qualifications and application circumstances.

Graduates of eligible bachelor’s, master’s and doctoral programmes generally face a language requirement of CLB/NCLC 7 in all four abilities.

Bachelor’s, master’s and doctoral graduates are not subject to the same fieldofstudy restriction that applies to many other programmes.

Some nondegree programmes may have fieldofstudy requirements, depending on the programme and the date of the relevant study permit application.

Before paying a deposit, check the official PGWP rules to confirm whether your chosen programme and institution meet the current eligibility requirements. You can also review our Canada student visa requirements to understand the application process and key documentation to review before applying. An attractive course may not provide the poststudy work eligibility a student expects.

Spouses and dependants in Canada

A spouse’s eligibility for an open work permit depends on the current rules and the principal student’s course and circumstances. Spousal open work permits are restricted to specified categories; they are not universally available to every international student’s spouse. If a spouse’s ability to work is central to the family budget, verify eligibility before choosing the programme.

Who should investigate Canada? Students who identify a suitable eligible programme, can manage the costs and understand the current study permit and PGWP conditions may find Canada worth considering. Do not choose Canada solely because someone promises permanent residence.

United Kingdom: Recognised Qualifications and a Shorter Graduate Route for 2027 Applications

The UK appeals to students who want an internationally recognised qualification and a wide choice of undergraduate and postgraduate courses. Many master’s degrees can be completed in one academic year, although the total cost depends on tuition, accommodation, location and programme length. Explore our guide on cost of studying in the UK for Indian students to learn more about study options and planning your application.

UK Graduate Route change: a key 2027 update

Under the published rules, eligible graduates applying for a Graduate visa on or before 31 December 2026 generally receive two years. For applications made on or after 1 January 2027, the standard period for eligible bachelor’s and master’s graduates is 18 months. Eligible PhD and other doctoral graduates continue to receive three years.

The Graduate visa cannot itself be extended, although eligible graduates may be able to switch to another route, such as the Skilled Worker route, if they meet its requirements. Students should not build a 2027 plan on the assumption that they will automatically have two years after graduation to find work.

Eligible degree-level students can generally work up to 20 hours per week during term time and full-time during permitted vacations, subject to the precise rules. Part-time income should not be treated as the main source of tuition funding.

Who should investigate the UK? Students who value a focused academic programme, a shorter master’s degree or a particular institution or professional sector should compare the course’s full cost with its likely academic and career value and plan around the 18-month Graduate Route period where applicable.

Australia: strong study options, but major changes for family planning

Australia offers programmes across engineering, information technology, business, healthcare, science, education and other fields. It also has a substantial Indian community. For 2027 applicants, family arrangements and the latest Student visa rules require particular care.

Dependent restrictions effective from 2 October 2026

Under Australia’s new Student visa rules, most Student visa applicants can no longer include their partner or dependent children in their Student visa application unless an exemption applies. Current Student visa holders generally cannot add family members later as subsequent entrants. The published exemptions include specified categories such as PhD students, certain DFAT or Defence-sponsored students, foreign government scholarship recipients and eligible students from Pacific and ASEAN countries.

Indian applicants should not assume that the nationality-based Pacific/ASEAN exemption applies to them. Another exemption may be relevant in an individual case, but the exact criteria must be checked.

This is a material change for students who planned to move with a spouse or children. Do not rely on older general statements that Australia routinely allows dependants. Verify the current official exemption criteria before accepting an offer, paying a deposit or making relocation plans.

Other Australian Student visa considerations

From 2 October 2026, most Student visa applications must be lodged from outside Australia, subject to specified exceptions.

The published Student visa application charge starts at AUD 2,500, with limited concessions. Check the current amount before applying.

Eligible students can generally work up to 48 hours per fortnight while their course is in session. Master’s by research and doctoral students, and their families, have no work limit under the published rules.

Australia’s 2027 National Planning Level is 295,000. This is a national planning setting, not a promise of visa approval for a student or institution.

Australia’s temporary graduate options depend on the qualification, age, stream and other eligibility conditions. Some Indian graduates may benefit from arrangements under the Australia–India Economic Cooperation and Trade Agreement where applicable. Confirm the correct stream and duration using official guidance.

Who should investigate Australia? Students whose chosen programme fits their academic and career goals may find Australia attractive. But if taking a spouse or children is essential, verify the applicable family rules before making a commitment.

Germany: Technical Education, Public University Options and the New Dmat Requirement

Germany deserves attention from students interested in engineering, technology, natural sciences and selected business or research programmes. Some public universities have comparatively low tuition, but it is inaccurate to assume that every programme is tuitionfree. Fees, semester contributions, living expenses and language requirements vary. Students considering Germany can review our Germany student visa guidance while checking academic eligibility, language requirements and document verification.

DAAD reported approximately 59,419 Indian students in Germany in the 2024/25 winter semester, making India the largest country of origin in that reporting period.

APS and dMAT: know the difference

For selected Indian applicants to certain master’s programmes, the new digital Master Test (dMAT) is an important consideration. The published framework applies to specified fields including engineering; commerce/accounting/finance/economics; and business/management for relevant applicants targeting Summer Semester 2027 and later, subject to transitional exemptions.

APS handles the applicable academic document verification procedure.

g.a.s.t. administers the dMAT.

The university makes its own admission decision under its programme requirements.

dMAT does not replace APS verification, university admission or other applicable recognition requirements. Check APS India’s latest official guidance and the affectedfield list; do not assume that all applicants or all master’s programmes have identical requirements.

Students should also check whether their academic qualification meets the entry requirements, whether the programme is taught in English or German, and how much German may be useful for internships and employment. Accommodation can be difficult to find in some university cities, so start researching early.

Who should investigate Germany? Students seeking technical, engineering or research-focused programmes may find it a strong option when the course, admission requirements, language and overall budget fit.

Ireland: An English-Speaking Destination to Compare

Ireland is worth investigating for selected programmes in technology, pharmaceuticals, business, finance and other internationally connected sectors. Students considering this destination can also review our Ireland student visa guidance when planning their application. It offers Englishspeaking higher education, but students should compare course quality, tuition, accommodation, current graduate permissions and employment prospects at programme level.

Do not select Ireland simply because someone says it is an easier alternative to the UK or another European destination. Immigration rules and job opportunities differ, and neither employment nor longerterm residence is guaranteed.

How Much Does Studying Abroad Cost In 2027?

There is no single reliable countrywide price. Tuition varies by institution, qualification, subject and city. Build a course-specific budget using official university and government sources.

Tuition for the full course, including possible annual increases.

Accommodation, food, utilities and local transport.

Health insurance and compulsory charges.

Visa or study permit fees, biometrics where applicable, and related expenses.

Englishlanguage tests, admissions tests, applications and document verification.

Flights, initial accommodation and relocation costs.

A contingency fund for emergencies or delays in finding work.

Do not build the budget around the assumption that a parttime job will be available immediately or cover tuition. Work permission does not guarantee employment, and working hours may be restricted. Consider currency fluctuations and confirm scholarship eligibility, value and renewal conditions.

Can Studying Abroad Lead To Permanent Residence?

A foreign qualification can help a graduate build skills and access employment opportunities. Depending on the country and individual circumstances, it may also be one part of a longer immigration pathway. But admission, a student visa, work permission, post-study authorisation, a job, a work visa and permanent residence are separate steps with different requirements.

A Canadian graduate must meet the applicable PGWP requirements. A UK graduate may need to switch to another eligible route. US OPT does not guarantee H1B status or permanent residence; the reported PERM suspension affecting certain employers adds another policy consideration for some career plans. Australian temporary graduate eligibility does not guarantee PR. Germany’s post-study options also depend on applicable residence and employment requirements.

Choose a course you would still consider worthwhile if your preferred immigration outcome takes longer than expected or does not happen.

A Checklist for Students and Parents

Does the course match my prior education and career goals?

Is the institution and qualification suitable for my intended purpose?

Can my family afford the full cost, including emergencies and currency changes?

Are my funds documented and available when required?

What jobs do graduates of this specific programme pursue?

Do I want to take a spouse or children, and are they eligible under the current rules?

Have I checked current poststudy work requirements and their limitations?

Are all academic, financial and identity documents accurate and consistent?

Have I reviewed the institution’s refund, deferral and deposit policies?

Have I checked countryspecific requirements, including Canada’s PGWP rules or Germany’s APS/dMAT process where applicable?

Common Mistakes to Avoid

Choosing a country only because friends have gone there.

Treating permanent residence as a guaranteed outcome.

Assuming all universities in a country offer equivalent career opportunities.

Ignoring dependent visa eligibility or assuming family members can join later.

Treating a proposed policy as if it is already law, especially the US OPT proposal.

Ignoring a reported enforcement action that may affect a specific employer or immigration process, while also avoiding exaggerated claims about its scope.

Underestimating living costs or relying on part-time work to fund the entire course.

Using old rules or generic online advice instead of checking official requirements for the intended intake and application date.

Frequently Asked Questions

Which is the best country to stsudy abroad for Indian students in 2027?

There is no single best destination for every student. The USA, Canada, UK, Australia and Germany offer different academic, financial and career opportunities. The right choice depends on the course, institution, budget, family circumstances and goals.

Is Canada still a good option in 2027?

It may be suitable for students who choose an eligible programme, understand current study permit and PGWP rules, and have a realistic financial and career plan. Admission does not guarantee a study permit, PGWP or permanent residence.

Can Indian students take dependants to Australia in 2027?

From 2 October 2026, most Student visa applicants cannot include a partner or dependent child unless an exemption applies. Verify the official exemption categories and individual eligibility.

Will US OPT cost US$70,000 in 2027?

That amount was reported as part of a proposal in October 2026. It must not be treated as an implemented fee unless a final rule takes effect. Check the latest official DHS and Federal Register position.

What is the US PERM suspension and does it affect students?

Reports dated 8–9 October 2026 say eight named technology companies were suspended from the PERM process. PERM is associated with many employer-sponsored green card cases; it is not a general ban on US study or every H1B visa. Verify the current official position and scope.

How long is the UK Graduate Route for 2027 applicants?

Under published rules, eligible bachelor’s and master’s graduates applying on or after 1 January 2027 generally receive 18 months. Eligible doctoral graduates receive three years. Recheck the rules at application time.

Is Germany suitable for Indian engineering students?

Germany may be worth considering for technical programmes, but students must check academic eligibility, language, tuition and living costs, and applicable APS/dMAT requirements.

Can I work parttime while studying abroad?

That depends on the country, visa conditions, programme and study period. Permission to work does not guarantee a job or enough income to pay tuition and living costs.

Should I choose a country based on PR prospects?

Permanent residence can be one factor, but it should not be the only reason to choose a degree. Assess academic value, costs, career outcomes and current immigration rules together.

When should I start preparing for a 2027 intake?

Start early enough to meet university deadlines, tests, scholarships, document verification, financial arrangements and visa requirements. Work backwards from the official deadlines for your chosen programme.
